A non-licensed driver, a bottle of Jack Daniels combined with an Motorized Wheelchair – and you have a recipe for DUI in the State of Florida. Utica resident Richard Kulma hasn’t had a license since 1993 – he’s had his license suspended multiple times and revoked twice.
So how drunk was he was he was actually “busted” for a DUI in a wheelchair? THREE TIMES THE LEGAL LIMIT. This is only something that can happen in Florida – and if you check out the police dash cam below, he was really something.
Seems it all started when Kulma got into an argument with someone at a retirement home and he took off in the motorized wheelchair – then failed three sobriety tests and was arrested.
